                                   Utah Reforms

The Deseret News reports on legislative developments in Utah that could re-shape the insurance market there.

"One of the more immediate changes would be retooling the employer-based insurance benefit plans, not doing away with them but giving employees more options to purchase and carry coverage with them when they change jobs."

                Low-cost Plans and Charity Care in Utah

For once, a legislature is doing something to lower the cost of insurance. The Utah Legislature is considering legislation that would let insurance companies offer mandate-lite policies. (Continued on Below)

Health Insurance Reforms Offered in Utah

Mixed bag -- some moves towards consumer freedom, some moves away

 

Utah legislators are considering a bill that would introduce a variety of reforms to the state's health insurance regulations. The good news is that they are considering allowing a mandate-lite policy to be sold, which would cost about a third of the price of regular policies. There would be some new mandates on insurance, though. For instance, the new plans being sold must be sold through a presumably government-run Internet portal.  Also, health insurers could not set premium prices based on applicants' health history.

 

While there are troubling aspects of this legislation, it is certainly a step in the right direction. Many state policymakers seem to view health care reform as consisting of expanding Medicaid and imposing new mandates on health insurance. Allowing mandate-lite policies to be sold introduces more innovation to the market and allows insurers to craft policies to meet individuals' needs.

 

It may not be a perfect plan, but Utah residents could soon have a little more freedom in their health insurance marketplace.
